At the end of a police record, there are signatures of the party to the proceedings (účastník řízení), authorized public officer (oprávněná úřední osoba) and "zúčastněná osoba", who is also a police officer.

My first guess is "witness", but any suggestions are welcome...

Explanation:
I've used this before based on couple cases with the district court in Uh. Hradiste - and I saw it in a document from a Brit. police force regarding a Czech case about which I translated an "interview"....
BTW the argument always stands when translating, why use two words when one suffices?

Explanation:
Stupid question from me Petr but are you sure it is "zúčastněná osoba" and not "nezúčastněná osoba"? Usually in a police investigation they need a "nezúčastněná osoba" which I usually translate as "present in a non-participatory capacity". He/She is someone who is just there "for the ride" (usually from a different section or police station) to make sure that procedures are adhered to, that nothing gets planted by the officers doing the inspection, etc.

Righto. I would still tend to use this though because essentially that is what his role is, I think it is safe to assume. Maybe "monitoring officer" or "compliance officer" would work - I presume that's what he is doing... monitoring compliance with police investigation standards
