Why not? The IIHF uses “transfer regulations” ( http://www.iihf.com/fileadmin/user_upload/PDF/Sport/2013_IIH... )
The NCAA uses “transfer rules” (for all of the sports covered), though this is primarily applied to inter-college transfers in general.
