Who, not which... I think it is a bit of an elliptical phrase, i.e. that it refers to board members who were up for re-election, so in order to make sense, the sentence would read something like this:
... board members who had been nominated for re-election were re-elected, albeit so that xxx was to join the board for zzz and ***.
