Det samlede salg af uberigtigede varer skal udleveres i en "tax-free pose".

I have used the term "unpaid" for this word in the same text but in this context it doesn't sound right. The goods have been paid for, but duty has not been paid. this is how I understand it. How would I translate it in this instance?
