Actually, I don't understand the phrase: "waaraan zij hun beleid kunnen spiegelen en verantwoorden", in (my context):
"Via de ledenraad heeft de samenleving een plek gekregen in de formele besluitvorming en is binnen de vereniging de eigen oppositie gecreëerd. De raad van toezicht en de raad van bestuur hebben op deze wijze een sterke gesprekspartner waaraan zij hun beleid kunnen spiegelen en verantwoorden."
Any help would be greatly appreciated as I have way too much to finish before the sun sets here in Hastings!

take as a model; follow the example of; follow someone’s example
.. but it isn't helping me much.

You would get something like: against which they can/could weigh [or gauge, as L Copland suggests] and account for their policy.
Normaliter zou het 'verantwoorden tegenover' zijn, niet 'verantwoorden aan'
Daar zat ik in ieder geval mee te worstelen.
in case of persons it should be 'aan wie' rather than 'waaraan'
In this case 'tegenover wie' would be the best phrasing:
....sterke gesprekspartner tegenover wie zij hun beleid kunnen beoordelen en verantwoorden.
afmeten aan / beoordelen tegenover - assess/judge by / from; weigh / test against
for example
....sterke gesprekspartner tegenover wie zij hun beleid kunnen toetsen en verantwoorden.
'spiegelen aan' kan hier het best worden geïnterpreteerd als 'toetsen aan'.
Het is input waartegenover ze hun eigen beleid kunnen stellen en dat dan vergelijken mee / toetsen aan / beoordelen aan de hand van die input
