I think this might pertain to what happened during the Brexit process, the Irish stood firmly together with all the other member states during this process, even if being the next-door neighbour of the UK.

So if this is so, perhaps this would be an option

agree Kitty Brussaard : As per your initial assumption and based on the actual context, I'd say that 'aansluiting' clearly refers back to the fact of Ireland joining the EU on 1 January 1973, as described earlier in the last paragraph of page 124.
