TO enhance an accurate translation (in view of the various equivalents), you might query your client and advise/ post some context and basic details such as which country and which service (i.e., army, air force, other) uses that particular rank designation.

FWIW, in US military Services, only the US Air Forces uses the rank of "Technical Sergeant"

(abbrev.: TSgt; pay grade is E-6)

The Arabic equivalent is usually stated as "Raqiib Awal" (although that also may vary according to the national military rank system in effect).
