I personally think that the use of "considered accurate" in your question reflects the notion of "margin of error", which only indicates the degree of confidence in the accuracy of the data but NOT the accuracy of the data.
The author in your question may use "considered accurate" to make this concept more understandable to someone who is not familiar with inferential statistics.

I personally think that the use of "considered accurate" in your question reflects the notion of "margin of error", which only indicates the degree of confidence in the accuracy of the data but NOT the accuracy of the data.
The author in your question may use "considered accurate" to make this concept more understandable to someone who is not familiar with inferential statistics.
