Podľa môjho názoru ide o zlý preklad do angličtiny, kde namiesto overtake malo byť take over. Logicky mi to sedí, že osoba XY je oprávnená prevziať určité dokumenty.

Overtake znamená predbehovať, čo významovo vôbec nesedí
