Jeg kæmper lidt med betydningen af "equal" de to steder, det forekommer i ovenstående. Og, ja, sådan ser sætningen ud. Det er overskriften på et notat, der omhandler muligheden for uddannelse og "import" af arbejdskraft med anden etnisk baggrund indenfor sundhedsvæsenet.

After reading it over and over for 10 minutes now I think you are right about it being a name, and Equal is an adjective to Healthcare.

I emailed the client, will wait for answer.

NHSU is of course the National Health System University in England, and ESOL is an abbreviation of English Speakers of Other Languages.

I'm not sure it's part of their name. I lean more towards it being a verb. Maybe I should ask the client.

since this appears to be a name, then I don't believe it needs translation, and possibly with a Danish explanation in parenthesis. I got ligeret from the Juridisk ordbog.
