as in signed up. signed on. ie official franchises (as in legally on board). surely they say the same thing in Canada too?

I'm not sure how to put it into French, but my interpretation is that "signed" means that they've signed the contracts -- that is, they've committed to opening the franchised store, but may not yet have done so.

disagree Marnen Laibow-Koser : I'm not sure. I think if they're being identified as "signed" (="having signed contract", *not* "displaying a sign"), then they aren't officially open.
