First of all, they ARE talking about something physical attached, and an opinion is something you think, while a report is something you write and hand over. Second, semantically (psycholinguistically?) speaking, for the purposes of Ana's translated document, a report is going to carry more (psychological) weight than an opinion.

El primero es una <b>interfaz de diseño</b>, y el segundo es una <b>interfaz de gestión de la edificación/construcción</b>.
