In Portuguese we say rice and beans, which has the same meaning.
It is "glamourous projects" as opposed to "very basic projects"

Il faut tourner la phrase autrement - quelque chose comme "ce ne sont pas les projets préstigieux dont il doivent se préoccuper (ou qui demandent leur attention) mais plutôt ceux qui constituent leur "pain quotidien"
Il y a bien d'autres façons d'arranger cela.
