Certes, l'expression est plutôt employée pour les administrations (on se souvient de la sortie de M. Allègre sur l'Education nationale) mais pas seulement.

Ceci dit, je pense qu'avec la mention du nom du CEO et de l'entreprise, il serait très clair pour un lecteur français que l'on parle ici d'une grande entreprise et celui-ci n'aurait pas de mal à transposer l'expression au domaine du privé.
