The English seems wrong to me, as a neighbourhood is the geographical area, while neighbours are people. So, it should really be "obligations to be good neighbours", or "obligations re good neighbourliness". A "good neighbourhood" is generally taken to mean a neighbourhood that meets the (middle or upper class) speaker's or writer's social and economic aspirations.
