Hier der genaue Wortlaut der brit. Statistikbehörde ONS:
„Total production output was flat at 0.0% for Quarter 3 (July to Sept) 2019, compared with Quarter 2 (Apr to June) 2019; manufacturing output was also flat at 0.0%, with falls in mining and quarrying (1.7%) and electricity and gas (0.7%), offset by a rise in water and waste (1.2%).”

Demnach ist „production output“ eine Verkürzung von „total production output” und „manufacturing“ eine Verkürzung von „manufacturing output”.
Das eine entspricht damit der „Gesamtproduktion“ oder der „gesamten Industrieproduktion“ – als Summe mehrerer Teilsegmente (analog zu Deutschland, wo die Industrieproduktion ebenfalls nach Branchen erfasst wird). Das andere ist eines der Teilsegmente, die „Produktion im verarbeitenden Gewerbe“ oder nur „das verarbeitende Gewerbe“.
Und hier ein Beispiel in der deutschen Berichterstattung:
„Die britische Industrie hat ihre Gesamtproduktion im Februar kaum ausgeweitet. Nach Angaben des Statistikamts ONS vom Mittwoch lag die Gesamtherstellung 0,1 Prozent über dem Niveau des Vormonats. [...] Das verarbeitende Gewerbe, in der Abgrenzung in etwa mit der deutschen Industrie vergleichbar, verringerte seine Produktion im Februar um 0,2 Prozent zum Vormonat.“
