Eine weiter Einflussgröße, die durch das politische System gesetzt wird, ist das Wahlsystem an sich, genauer: die Proportionalität des Wahlsystems. „High proportionality, by ensuring that votes are more directly translated into parliamentary seats, enhances the predictable consequences of the voting act and helps create the circumstances for purposeful behaviour“ (Franklin et al.1996).

Nachsatz Im Prinzip geb ich Kubo recht obwohl der Satz des Originaltextes m.M. nach nicht sehr gut formuliert ist: The high proportionality of the majority of the national laws used in EP elections - besser wäre m.M.n."The high proportionality specified in the majority of the national electoral laws/systems ..oder so ähnlich. Es geht schon um die Betonung des Verhältniswahlrechts, oder der Proportionalität (also dass die Sitze im Verhältnis zu den abgegebenen Stimmen verteilt werden), die auf 28 nationalen Ebenen durch unterschiedliche Parteisysteme erreicht wird, im Gegensatz zu einer "europäischen Ebene," Es ist also die dadurch gegebene Unsicherheit oder die dauernde Änderung, die sich auf die EU-Ebene auswirkt, die hier angesprochen wird. This may refer to the way votes are counted to establish elected members of the European Parliament. In a proportional system, you are voting for a party, not for individuals, and the party strength in the parliament then matches its share of the popular vote. A "high proportionality" would then mean that a more or less large majority of members of the parliament got there through elections using the proportional system.
