In this context:

When an independent educational evaluation is at public expense, the criteria under which the independent educational evaluation is obtained, including the location of the evaluation and the qualifications of the examiner, must be the same as the criteria that a public agency uses when it initiates an evaluation

A parent’s right to inspect and review educational records under this section includes the parent’s right to:
• A response from the public agency to reasonable requests for explanations and interpretations of the records;
