While economic growth has been suffering from cutbacks in government expenditure, the stabilization package's achievements have at long last become visible in the shrinking budget deficit. According to ESA 95 figures, the public sector deficit is likely to close at around 5.5–5.7 % of gross domestic product in 2007, considerably lower than the original target of 6.8 % (and 9.2 % in 2006). The main factors behind the budget improvement were the absence of one-off debt assumption in 2006, lower interest charges, higher revenues from taxes as a result of more efficient tax collection and whitening of the economy. The cash-flow-based gap, excluding local governments, came in at 5.0 % of GDP. Recognizing the efforts the Hungarian government has made in order to stabilize public finance, XXX revised its outlook for Hungary upward from "negative" to "stable" on 5 November 2007.
