Explanation:
Fase centrale [(di) trasporto e imballaggio] mi sembra l'unica maniera per evitare di intrappolarti nella scatola cinese di progetto, sezioni e sottoprogetti. Anche un sottosottoprogetto ha varie fasi, alcune più rilevanti, o centrali, altre meno.

Tra l'altro mi pare che funzioni anche per la frase seguente, dove un altro progetto (o sottop. o sezione di sottop.) entra nella sua fase centrale o se preferisci operativa. Sapessi in ambito ecologista/ambientalista con quante fasi di quanti progetti mi trovo a combattere...
