Si parla di training, quindi direi che si tratta di un manuale.

Soft target è un obiettivo vulnerabile, più che "morbido". In questi casi, trovo che in italiano vengono chiamati "obiettivi sensibili", anche se io preferirei "obiettivi vulnerabili".

Inoltre, dalla costruzione della frase, a me pare che si tratti di un manuale destinato agli addetti dell'aeroporto più che sull'aeroporto, anche perché gli aeroporti sono tutti considerati obiettivi sensibili.
