It is meant to be a comprehensive document wherein all parties lay bare their case. The federal rules, together with the judge's individual rules, are designed to cut out the fat off of cases and eliminate surprises. It is where you list your anticipated witnesses, exhibits, objections, anticipated motions to preclude witnesses, etc. essentially, it is meant to serve as a road map for the court and litigants alike. Again, no surprises.
