This is from a description of power plant construction. Original text is 'Civil works including site preparation, labor, temporary construction facilities, structures, foundations, buildings, underground piping, duct banks and utilities.' I would appreciate it if you could give your answer.

労務

While I do agree with Okada-san's suggestion, in contracts (which the above sentence seems to come from) I seem to encounter 労務 more often than other possible candidates (might be just me though).
