A soft launch is held when there are still developments taking place with regards to the product. It is a sort of "feeling" phase for the producers, who may want test the market, intoduce the product in a not-so-grand scale initially, or to get the demand for it moving. Sometimes, when they see that the product is doing well even during the soft launch phase, they will eventually increase the price when the product is officially launched.
Another suggested translation is "pelancaran awal."

I've actually been involved directly in soft launches of products which are complete and no longer under development, but as it's not a main product, the company chose a soft launch, meaning no big hoo-has, no launch events, etc, just an ad in the paper. And that's it. It's not followed by another launch. So I guess in this case "pelancaran secara kecilan" would be OK. "Tidak rasmi" is fine, I guess, on a case-to-case basis. In this case, the soft launch WAS the official launch."
