Managing people out of an organization starts with "managing people". The word "out" is added if they are not managed well, which is often the root cause of these types of negative situations. If you find yourself with too many of these situations, you need to examine the hiring process overall as you are likely selecting people unqualified for the job at hand, an indication of poor interviewing and/or leadership skills.
In times gone past if your bank had you as a ‘manage out’ case it meant that you had become a ‘problem’ – they expected to lose money as a result of you defaulting and they would naturally want you to bank somewhere else before that happened and would ‘encourage you’ to go.

You either manage an employee up or out, and usually a poor performer. I believe it is because many managers look to rid themselves of challenging employees instead of putting enough genuine effort in improving their performance, that the term "managing out" has acquired a decidedly negative, euphemistic veneer.

This is to fire someone after a polite conversation, after which the employee decides that it is best to leave. It is the opposite of firing someone summarily, I. e., kicking them out.
