RECITALS
(A) WHEREAS, the Retailer operates a duty free retail shop at Vnukovo Runway Shop, Vnukovo International Airport, for the retail sale of merchandise including tobacco products (Retail Shop);
(B) WHEREAS, the Company and its Affiliates (as defined below) manufacture and market certain tobacco products bearing the Trade Marks (as defined below);
(C) WHEREAS, the Company has developed a unique travel retail tobacco category solution concept and strategy for the travel retail tobacco segment that embraces the Company’s own research and analysis, and its analysis and understanding of travel retail shoppers data-analysis and travel industry research, and that adds to the total sales of operators of travel retail shops (Tobacco Category Solution Concept);
(D) WHEREAS, the Retailer wishes to capitalize on the experience, expertise and advice of the Company to help the Retailer to plan, develop, structure and implement a tobacco category solution for the display and merchandising of tobacco to effectively drive the commercial success of tobacco and other products in the Retail Shop...

Explanation:
Думаю, перевод слова solution в названии договора должен присутствовать (особенно ввиду наличия в самом договоре таких словосочетаний, как plan, develop, structure and implement a tobacco category solution). Да и словосочетание tobacco category в тексте употребляется, скажем, наряду с tobacco products. Это к вопросу о том, почему авторы текста не используют tobacco product(s) solution, а предпочитают именно tobacco category solution?

Исходя из вышеизложенного, предпочел бы не слишком отклоняться в переводе от оригинала во избежание двусмысленности.

Имхо, предложил бы для перевода solution такое нейтральное слово, как "схема".

Соответственно:

или:

…the Company has developed a unique travel retail tobacco category solution concept and strategy – Компания разработала уникальную (не имеющую аналогов) концепцию и стратегию внедрения схемы беспошлинной розничной торговли товарами категории "табачная продукция"

Имхо, как и обычно.
