Centrelink is largely a social payments delivery agency: its core business and competency is managing the disbursement of large amounts of funds (Approx $80Bn in 2013/14 to 6 million people). This particular competitive advantage may not apply to OSS RK. What does apply to OSS RK is the fact that Centrelink actively positioned itself and built relationships in order to be readily positioned and seen as a serious supplier of convenience to the government when the time arose. OSS RK could consider what services it can provide to the government as a rapid responder, and what unique abilities does OSS RK have that it can package as a service to the government? In the case of unanticipated events, OSS RK would need to develop MOUs that outline the likely scope and costs for different kinds of services, before those services are actually required.
