I strongly suspect that policy-making in this context has much more to do with the same register as "company policy". Not literary, and you should be able to understand it from the entire context.

SINGAPORE: Hardly a day goes by without China easing curbs on capital flows, unveiling plans to spruce up its stock market or trumpeting progress at its decrepit banks.
But amid the flurry of announcements, one thing remains constant: investors are craving information, but the process by which big economic policy decisions are made is as clear as mud.
The opacity is all the more striking because Western policy makers have learned to massage expectations to the point that markets nowadays are rarely caught off guard by a change in, say, interest rates. Western officials know the damage that lurches in financial asset prices can do to the real economy.
Yet in single-party China, with stunted markets and a capital account largely closed to the world, giving guidance to traders is simply not a concern for the country's communist rulers.
Indeed, some China watchers believe policy is getting harder, not easier, to divine under Premier Wen Jiabao.
"I think it's become less transparent over the past two years," said Stephen Green with Standard Chartered Bank in Shanghai.
Wen's predecessor, Zhu Rongji, might have shouted at people he disagreed with, but at least he involved outside academics and think-tankers in the policy formulation process, Green said.
