Собственно, не понятно, как сформулировать по-русски название этой операции. Речь идет о ПО для страховых компаний. "Policy transactions" - своего рода операции, выполняемые в рамках этого ПО при работе со страховыми полисами. "Submission" - первая из них. За ней идет "Issuance" - выдача полиса - и так далее. Хотелось бы выразить всю суть понятия одним словом, как и в оригинале.
