Как-то не сталкивался еще с таким вариантом правовой казуистики. Насколько я понимаю, это перекочевало из:

legend
"легенда" (ограничительное условие, указанное на сертификате ценной бумаги (обычно речь идет об ограничении прав на продажу соответствующей ценной бумаги); обычно печатается кратным цветом).

Т.е. это «требования/условия соблюдения конфиденциальности». Так?

В патентном соглашении на двух языках встречал такое:
Англ: ...and having a clear designation in the form of a legend identifying it as confidential.
Рус: ...и имеющую отчетливое обозначение в виде надписи, идентифицирующей ее как конфиденциальную.

в случае письменной передачи Конфиденциальной информации должна присутствовать соответствующая подпись (такая как "Confidential Information/ Конфиденциальная информация") для обозначения конфиденциальности.

При регистрации конфиденциальных документов к его номеру добавляется сокращенное обозначение грифа конфиденциальности, например, №№ 37к, 89ск, 97дсп.

Выходит, что эти надписи и грифы запрещено удалять.
