agree  Boris Shapiro: Только всё же "межправительственного". Я понимаю, что в приведённом фрагменте говорится о "ведомствах", но тут явно речь о взаимодействии на уровне государств (скажем, гуманитарная помощь выделяется США какому-нибудь -стану).
