da, vrlo mi je jasno sta znaci balancing i zato sam i dodala svoju sugestiju da bude saldiranje, izravnavanje, ali na toj istoj 27.strani malo iznad je navedeno da je "balance of accounts" - zakljucak racuna.

HERE the main point is to find a "balance" between what goes to the main creditor and what goes to the enforcement agent .i.e how to divide/allocate the collected sums.
On one side of this account are all the collected amounts, on the other side are payments/transfers to the main creditor and the enforcement agent. Obviously, these two sides will be "balanced" [of equal total amounts] but here the main point is HOW the total collected amount is going to be divided.
On its own it would simply mean: make sure that the total on the credit side is equal to the total on the debit side, by adding a positive or negative saldo.
This in some way a situation similar to "factoring" where there is the same question of dividing the collected amounts between the principal and its agent.
