During the splice, the old web actually comes to a complete stop, and the first piece of tape that is supported by the back-up bar is applied to the new web. In the splice, it will join the new web to the expiring web. The anvil is a flat bar of metal on which the sharp-edged wheel called a “shear wheel” rolls across the web joining to press the adhesive tape securely onto both old and new webs, while it cuts the old web off at the same time, forming a “butt” joint where the two webs meet in the middle of the adhesive tape, but do not overlap.
