Tendería a traducirlo con un "When" implícito, o sea: "Cuando las calles están llenas de fuego", que lo traduciría como "[Cuando] las calles se llenan de pasión".
Supongo yo, "fire" como "pasión deportiva"... "intensidad"... algo por ese estilo.
Bueno, agradezco cualquier opción, valoración o comentario que pueda ser de ayuda.

: Yo entendí "The streets are fuel' the fire" (fuel' por fuelling, por eso el apóstrofo). Coincido con la traducción.
