I think this is clearest and avoids the ´´a terceros´´ bit which is technically correct but which may not be understood by everyone as well as ´´a otros´´

looks like some school law or costitution? Personally, I would change the preposition to "a" - acoso A terceros - you can use "otros" instead of terceros but terceros really sound "legal" :)
Finally, "por parte del estudiantado" implies that it's performed by one member of the students' community (is that a campus or a high school? If this is your case it would apply)
