external partnership offerings

The text is about alternative investment strategies, and "external partnership offerings" is apparently an approach to Private Equity investing, but I'm not sure exactly what is intended by it.

The expression occurs several times and the following is one example:

"Across Europe, external funds of funds (50%) and external partnership offerings (51%) are the most popular strategies for investing in Private Equity."

Another example is the following:
"Germany and the Netherlands are the most diametrically opposed when it comes to the choice of vehicle/strategy used with 76% of German investors using external fund of funds managers whilst 90% of investors in the Netherlands use external partnership offerings".

Funding/ financing may take either the form of internal (equity) funding or external financing (by way of issuing debt or equity). Those who buy a stake in a company may proceed through funds (investing into the fund that purchases the issued shares) or by way of direct involvement (purchasing directly the shares of the company to be financed).

I don't quite see the meaning of the 50% and 51% in brackets, but 51% is typically considered necessary to exercise control over a company and funds typically do not strive for majority.
