Asker: Thanks, but the question remains: "how much is considered 'modest'?" I mean, modest in NY is surely different than in Timbuktu

agree  Alexander Demyanov: I think "modest" is too modest a qualifier here. What you mean, I believe is "very small, not nearly reflecting the value". Examples: a car, a real property, sold for $1 (happens more often than 1 would think).
