made provision for Explanation: It's a little hard to explain, since it's not easy to quite see what exactly you don't understand. Perhaps this will help a little? Amongst many other things, a law can prohibit certain things; it can stipulate that certain things must be done; and it can define the conditions under which something must be done — this is the kind of meaning 'provided for' had here: the law doesn't actually appoint inspectors, but it sets down the manner in which they must be appointed. |
