it means that the weapon already has the first round (ammunition piece) loaded - so that it can be fired immediately. "first round response time" means how long would it take the weapon to fire the first round. Usually, it must be loaded first - so one mentions a certain amount of time (30 secs for example). If only "first round response" is mentioned - it is assumed that the time to load is zero - the shell is already loaded. "round" is a term for one-part ammunition - characteristic of personal firearms (pistols and rifles) and small to medium caliber cannon. Large caliber cannon (like on warships) have a two or 3 part ammunition - the shell itself, the bags of gun powder and the detonator.
