"Does the recreation ground have; facilities, access and appeal to
different sections of the community? What do people like to see?

Appeal is "interest in", will people go here, if we put in a water park will people come and use it. If we put up a statue will tourists come and photograph it or will vandals just destroy it, making it unappealing.

Jthink, you couldn't use attractive, as you are clarifyint the appeal to each section and trying to provide and provide facilities which will be acceptable to each section. You couldn't build a bingo hall for the elderly which would also suit the youth who want a skate park for instance..
I am a member of a Community Consultants Committee, and this is a very complex area. Attractive is totally an incorrect word.
