There are usually municipal, state and interstate rules or laws regarding what type of merchandise (be it hazardous, etc.) and how much (such as the weight) that can be hauled or transported on different roads. The deregulation of the same would be the removal of at least some of these rules.

agree  David Moore (X): Yes, but in European terms, it should rather be "rules regarding transportation by road". These cover "third-country" transports, weight of lorries, driving times and plenty else!
