If you allow some people a small amount of freedom or power, they will see you as weak and try to take a lot more.

The above fact is what the proverb uses to emphasize another fact: If you give someone a little freedom without being careful about their behavior, they naturally tend to take a lot more and take advantage of you or give you some trouble--a human natural tendency about which one should be specially careful as it is so strong that it remains even after death!
