Finnish term

korvaavia

Finnish to English Other Law (general) Finnish Iimigration decision
I guess "korvaavia" is the most "offending" word here, but really I don't get what is meant here:
Are social security benefits replacing or in lieu of costs or the other way around. Wuld cost-compensating work here or what?
Tällaisena etuutena ei pidetä kustannuksia korvaavia sosiaaliturvaetuuksia.

Thanks for assist with this.

compensating

Cost-compensating or similar sounds ok.

It might be, for instance:

Social security benefits compensating for costs are not considered a benefit of this kind.
Note from asker:
Yes, I had something of this sort in mind. Still a bit opaque.
