Think it might mean something like 'borrowing requirement' or schedule of financing arrangements as it appears in the 'Plan und Kreditvorlage' for German government/local authority schemes

Vorlagen could also mean 'patterns', 'models' and thus something to take example from, if not 'to be obeyed', i.e. 'rules and regulations' which can be summed up in 'credit practice', which I think what they refer to here
