Um Größenordnung und Entwicklung des Ausgabenvolumens der öffentlichen Haushalte abschätzen zu können, wird es häufig in Relation zum Bruttoinlandsprodukt, also dem Maß für die wirtschaftliche Gesamtleistung eines Staates, gesetzt (Staatsausgabenquote).
Die Staatsausgabenquote betrug 2003 ***in finanzstatistischer Abgrenzung*** unter Einbeziehung aller öffentlichen Haushalte 46,3 Prozent. Im Vergleich dazu lag die Staatsquote 1997 noch bei 50,2 Prozent

From my research on Google, this seems to be a reasonably common phrase in German but I can't find any definitions of what exactly it means. On the basis of sites I found, I wondered if it meant 'in relation to the area to which financial statistics are limited', but I'm really not sure.

Can anyone please confirm what this means/let me know if there's a standard phrase for this in English.
