German term

Einzelübernahme

German to English Law/Patents Government / Politics Government programme
Neuausschreibung der Stellen bzw. die Einzelübernahme von Mitgliedern des UBAS nach hohen Leistungs- und Qualitätskriterien und die Schaffung einer effektiven Qualitätssicherung nach dem Muster der Justizverwaltung.

One of the bullet points in a list from the government programme on asylum matters. Other points from the list as further context would not really help, I think, as they are all different objectives/aims/(empty) promises...

This word especially is confusing me, but I haven't really understood what they're trying to say with the "Neuausschreibung der Stellen" and the "Einzelübernahme von Mitgliedern". The UBAS is the Independent Federal Asylum Review Board, and we're talking about Austria.

Thanks! That clears it up for me!

They want to hire new people (advertise jobs) and keep people from the Independent Federal ... who meet strict quality standards.

"reinstating/reinstatement, on a case-to-case basis..."

or

"rehiring, on a case-to-case basis..."

would be two other options

"Neuausschreibung" would be a new official "posting/advertising" or "search" of/for a new position, whereas the "Übernahme" means current employees stay on/are kept on based on certain conditions.

Based on the source text (see my link below), the members of UBAS are not directly retained/kept on but must apply for the job (possibly all positions as newly advertised) and go through an evaluation process. Then, on a case-to-case basis, the minister for the interior will decide about their re-appointment.
So, no job guarantee/security.

I still think "retention" is the best rendering, IMO, for what is meant here with "Übernahme." It describes an action carried out by the new "employer" so to speak, namely to retain (= bring along) certain "current" UBAS members to the new asylum court.

Hope all this helps.

individual hiring

The term Übernahme suggests that the "taking over or on" is done by an organization (employer) that is different from the UBAS and involves new hiring of the persons involved, one by one. selectively, rather than as a group.
