Handlungseffizienz beschreibt ein vorteilhaftes Verhältnis von Ergebnissen und dafür eingesetzten Mitteln. Im Kontext der Webseite ist also gemeint: Eingesetztes Mittel ist die Entsendung eines Mitarbeiters mit einem fixen (finanziellen, personellen etc.) Aufwand dafür. performance efficiency


Explanation:
The trouble I am having with "efficiency of action" is that it doesn't sound like a natural fit. To me, "Handlungseffizienz" immediately conjurs up certain images, but I don't have the same experience with "efficiency of action". "Action" feels a bit abstract and not fleshed out properly. Still, I don't think that element is redundant at all; we just need to translate it differently.
