"To the extent that" is how I'd usually translate this, but in context, it doesn't really make sense. I was thinking it could be something along the lines of "given the extent that"? In a world where production is changing constantly and the various components for a product are procured from all over the world, involvement in this quality assurance scheme provides a basic sense of security because you're sure that whatever else has changed, the standard will remain the same.
