theory
I think this is what they mean. Lehre can also mean teaching, doctrine, etc.

: My only problem with this is I feel they are emphasizing their close personal contacts (heisser Draht) to people/companies. IMO it's a little weak/vague to just say "Yeah, we maintain our knowledge in theory and practice."

: What are the doctrines of video surveillance?

Video surveillance is a hotly debated subject in politics (and not only) regarding privacy and generally ethics. --- Regarding the translation, I have read the sentence in the terms of acquiring knowlegde in an area either specific either general.

: If it relates to "privacy and [...] ethics" and is something "hotly debated", which of the quoted Webster definitions would you use in this case? 2a? 2d? It does not seem to fit here. // Thanks for the clarification! It certainly is a big issue.

Indeed, I have read to translate the term in a different point of view as in acquiring knowledge. I just wanted to give a wider outlook to Andrew who asked me about general doctrines in video surveillance. Sorry for the confusion.
