Purchase Certificate
A valid WSIB Purchase Certificate verifies that the company selling, leasing or transferring all or part of a business (including major assets) has WSIB coverage and that there are no outstanding debts on the account. If you are buying all or a major asset of a business, you need to get a Purchase Certificate from the seller to ensure you will not be held liable for the debts to the WSIB.

I found these connected websites which talk about תעודת רכש and they have an English site, but I’m a bit boggled down by an abundance of data.....

Therefore, I believe that what they are referring to as “goods receipt” on their English site, is the תעודת רכש of their Hebrew one.....as far as I can tell. The websites are HUGE, there may be some refuting/corroborating evidence in there somewhere.

It seems that the Goods Receipt is a document which is matched to invoices and purchase orders to ensure correct delivery of goods etc. If they meant Purchase Order, then I'm not sure why they didn't just use הזמנת רכש...
